Answer: Jersusalem, which is above. Note that Galatians was written somewhere between 40 AD and 60 AD with most believing it was written in the late 40s and early 50s AD. Revelation was written in 95 AD. Revelation 21:1-2 states:
1 And I saw a new heaven and a new earth: for the first heaven and the first earth were passed away; and there was no more sea. (NOTE THE WORD: “WERE” PASSED AWAY–ALREADY!)

Jesus stated in Matthew 24, Mark 13 and Luke 21 that heaven and earth (Jewish age of the law) would pass away DURING THE GENERATION OF THE DISCIPLES and Galatians says that New Jerusalem is the mother of those under the promise. Galatians was written before Revelation.

17 Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfill. (He fulfilled the law and the prophets. The Jewish age of the law ended and grace appeared.)
